Taking the heat out of renewables policy

Progress, or lack of it, against manifesto commitments drives much of the political debate in this country. It is odd, therefore, that Labour's lamentable failure to deliver the "new and strong drive" for renewable energy promised in its 1997 manifesto has attracted so little comment. In fact, the proportion of the UK's electricity supplied by renewables has barely changed in the four years since Labour came to power (see pp 10-11 ).
