Paper mills struggle with IPPC land surveys

Paper companies applying for integrated pollution prevention and control (IPPC) permits are struggling to meet the requirement for site reports on potential land contamination. The Environment Agency has also had to request further information to comply with the 1992 EU habitats Directive. The delay has made the Agency's permitting of the sector at least four months late.
