Waste industry faces an uncertain year amid regulatory shake-up

The future shape of waste regulation became clearer in August when the Government issued its delayed second consultation on implementing the 1999 EU landfill Directive.1 Likely to prove controversial in the waste industry is a statutory requirement to charge disposal fees sufficient to cover all operational and aftercare costs. The proposed timetable for banning landfilling of various wastes such as tyres has been tightened - but plans to reform the "duty of care" regime appear limp.
