Major hazard sites make poor fist of safety reports

Operators of the UK's most hazardous industrial installations are mostly failing to produce satisfactory safety reports required under the revised EU regime for controlling major accidents. About 40% of the reports to date have been rejected outright by the Health and Safety Executive (HSE) - with leading companies such as Shell, BP, Rentokil and Shanks among the defaulters. The land use planning provisions of the new regime have also raised difficult issues around some chemical works.
