Commission on collision course over greenhouse gas trading

A draft Directive to establish an EU greenhouse gas emission trading scheme was published by the European Commission on 23 October. Earlier signs that the Commission would attempt to placate some governments and industry by proposing that trading need not be mandatory for all sectors for an initial three-year period came to nothing - making severe opposition to its ideas a certainty.
