Go-slow on new ozone depleters at global talks

The annual meeting of parties to the Montreal Protocol on the ozone layer, held in Colombo, Sri Lanka, on 16-19 October, passed off relatively uneventfully. Two emerging concerns are the growing illegal trade in ozone-depleting chemicals in the developing world, and new ozone depleters in developed countries. But international action on both issues was put on the slow track.
