Whitehall advisers back variable charging for household waste
Consultants commissioned by the Government to look at incentives for householders to reduce waste have concluded that "pay as you throw" schemes are the only effective solution - an option which was excluded from last year's waste strategy and which was beyond the remit of the study. The Environment Agency also supports such schemes.
