Contaminated land regime's slow start
More than 18 months into the new contaminated land regime in England, many local authorities have yet to set clear timescales or methodologies for gathering data on former industrial sites and prioritising them for inspection. Meanwhile, the Environment Agency's anticipated deluge of "special sites" falling under its regulatory control has yet to appear.
