Congestion to worsen as Byers goes easy on motorists
Transport Secretary Stephen Byers distanced himself from his predecessor when he told a parliamentary inquiry in November that he had no intention of "penalising" motorists in order to restrain traffic growth. He also offered hints about forthcoming proposals for reforming the planning system.
