Rules on waste treatment prior to landfill begin to take shape

Guidance on the treatment of waste before landfilling - a requirement under the 1999 EU landfill Directive - has been issued for consultation by the Environment Agencies.1 The draft says little about how landfill operators are meant to ensure that waste has been treated - and indicates that local authority recycling programmes will count as "treatment" for the entire municipal waste stream.
