Directive on environmental liability takes shape

A draft proposal for an EU Directive on environmental liability has finally emerged from the European Commission. There are no major surprises in the text - but some devil in the detail which has now been revealed for the first time. The Commission says the regime will cost a minimum of £1 billion per year.
