The European Commission has outlined a range of new measures to reduce the EU's emissions of greenhouse gases from energy production, industry, transport and the domestic sector. But even on an optimistic assessment of the emissions reduction potential, the package will fall well short of delivering the EU's emission reduction target under the Kyoto Protocol.
