Ministers argue over emissions trading, agree fuel sulphur rules

EU Environment Ministers' first exchanges on the European Commission's draft Directive on a trading scheme for greenhouse gases on 12 December exposed significant divisions on the proposal. But they agreed two measures on sulphur levels in road fuels and public participation in environmental decisions, and mapped out the next steps for EU policies on climate change, pesticides and PCBs and dioxins.
