Shift urged in PRN regime to aid collection of domestic packaging

Proposals for adapting the market for packaging waste recovery notes (PRNs) so that more packaging is collected from households have been suggested to the Department of the Environment, Transport and the Regions (DETR) by three packaging compliance schemes - Biffpack, Recycle UK and Wastepack. But Valpak, the largest scheme, says the proposals meddle with the free market.
