DETR considers tradable permits for newspapers, magazines
Mandatory recycling targets for newsprint introduced by future legislation such as the current Private Member's Newspaper and Magazine Recycling Bill might be funded through a system of tradable certificates, according to the Department of the Environment, Transport and the Regions (DETR). Meanwhile, a secret offer made last summer by the Newspaper Publishers Association (NPA) to use newsprint with an average recycled content of 65% by 2006 has come into the open - but is conditional on the price of recycled newsprint not increasing relative to virgin newsprint.
