Climate levy talks race against the clock

Negotiations between the ten main energy-intensive industries and the Department of the Environment, Transport and the Regions (DETR) on energy efficiency agreements which would earn them an 80% discount on the climate change levy have slipped behind schedule. Only indicative energy targets have been agreed so far, and talks are unfinished on the structure of the agreements. The DETR still hopes to have the deals ready by the March Budget. Meanwhile, the Treasury is under pressure to provide additional incentives for businesses to participate in a national emissions trading scheme for greenhouse gases.
