Environmental politics the Chancellor's way
Piecemeal incrementalists will be blissfully happy about the measures announced in the Budget to reform taxation of vehicles, road fuels and company cars. Individually, most will result in emission reductions which are either too small to be quantified or will knock no more than a percentage point or two off the current totals emitted by traffic. And there was not too much to cause a political upset from the motoring lobby either, though some company car drivers may be surprised by how much their tax bills have been swollen by the Chancellor's clampdown on the use of free fuel for private motoring. But the incrementalist will observe that the measures put in place by the Chancellor over the past two years add up to a good deal, and are the foundations for more to come - after the next election, of course.
