Toxicity-based regulation of effluent a "complete success"

A programme to demonstrate the use of toxicity tests in regulating effluent discharges has been a "complete success", according to the Environment Agency. The programme, now concluded, has underlined the limitations of a chemical-by-chemical approach to regulation - but it has yet to be decided whether there will be legally binding toxicity-based conditions in discharge consents.
