Defining an EC role in greenhouse gas trading

The European Commission has outlined plans to invigorate its policy on climate change by setting up stakeholder groups to discuss possible EC measures on energy, industry, transport and other sectors. In a Green Paper, it has also kick-started a debate about the EC's involvement in emissions trading in greenhouse gases. Some Member States and businesses are already engaged in the debate, but for many the paper and background studies which informed it will be an eye-opener to the complexities of emissions trading and the sensitive political, commercial and environmental issues which it raises. 1
