Scotland breaks new ground on farm pollution

Legislative proposals issued by the Scottish Executive on 7 March may see Scotland going its own way in regulating agricultural pollution. 1 A novel feature would be a power for the Scottish Environment Protection Agency (SEPA) to order farmers to prepare waste management plans to reduce water pollution risks.
