A growing enthusiasm for voluntary agreements
There is no shortage of targets in most areas of environmental policy in the UK. There are now or soon will be firm targets on waste, packaging, sewage discharges, air quality, biodiversity, climate change and elsewhere. But in one area they are conspicuous by their absence. The Government's sustainable development strategy, published last spring, acknowledged that improving resource efficiency would be the major environmental challenge facing the UK in this century - but set no targets to start things moving in the right direction (ENDS Report 292, pp 17-20 ).
