Creative accounting on climate change

The draft strategy on climate change published by the Government in March claims that the UK will comfortably exceed its greenhouse gas emission target under the Kyoto Protocol - and that existing policies will also take it to the national target of cutting CO2 emissions by 20% between 1990 and 2010. 1 But close scrutiny of the paper suggests that the CO2 target is likely to remain well out of reach with current policies - and that the strategy is vulnerable to upsets such as a faster than expected decline in nuclear power or a failure to reach the target for renewable energy.
