Turning point for recycling as Meacher secures Whitehall victory

Mechanisms with potential to bring significant growth in household waste recycling and reductions in landfilling were unveiled by Environment Minister Michael Meacher in May in the long-awaited statutory waste strategy for England and Wales. 1 (see box ) Many local authorities will regard the proposed statutory performance standards, requiring up to 33% recycling by 2003, as unrealistic. Much will depend on the Treasury's generosity in the comprehensive spending review.
