Sensitive study on road freight "externalities" published

A study commissioned by the Department of the Environment, Transport and the Regions (DETR) suggests that the external costs of a single heavy goods vehicle (HGV) can exceed £28,000 per year. High though the figure is, it does not include lorries' contribution to congestion or accidents. The report is likely to stir the controversy over lorry taxation.
