Scotland's renewables contribution under scrutiny

Draft planning guidance on renewable energy was issued by the Scottish Executive in June. ¹ The paper proposes a new target to increase the renewables' share of Scotland's electricity supplies to 17.5% by 2010 - but even so raises important questions about whether Scotland will be making an equitable contribution to the UK's climate change policy.
