Roadside emission testing to be restricted to AQMAs

The Government is proposing to give local authorities powers to carry out roadside emissions tests and fine motorists whose vehicles fail to meet emission standards. But the powers will be restricted to Air Quality Management Areas (AQMAs) - and no extra cash is yet on the table to fund the schemes.
