Agency tempers "Hall of Shame" pollution leagues

The Environment Agency has published league tables "naming and shaming" companies which appeared in court most frequently or received the largest fines for environmental offences in 1999. 1 Following criticisms from industry and Parliament, the Agency has also published league tables of good performers - but some of these are misleading.
