Low fines fail to deter waste offences

Successful prosecutions for waste offences in England and Wales increased in 1992/3 even though waste regulation authorities (WRAs) made limited use of new powers to deal with unregistered waste carriers, breaches of the "duty of care" and dangerous deposits of waste. WRAs remain concerned that many courts continue to impose fines which are unlikely to have a deterrent effect.
