"Essential requirements" fail to improve packaging design

Few firms are bothering to check the design of their packaging systems against "essential requirements" such as materials minimisation and heavy metal limits prescribed under packaging regulations. Companies do not have to produce evidence of compliance, and packaging experts say there is a gulf of ignorance about the requirements.
