Abstraction reforms may be hit by conflict on water competition

Legislation to reform controls on water abstraction which was promised by the Government last year is slipping behind schedule. A draft Bill due out for consultation in the spring has still not been published - and a Whitehall conflict over provisions to introduce competition in the water industry could thwart its prospects of getting on the statute book before the general election.
