Flaws in Agency's proposals for discharges of dangerous substances

A revised policy for authorising discharges of dangerous substances will shortly be put out to consultation by the Environment Agency. A four-tier system of controls will be proposed to limit the impact on dischargers and Agency costs - but there is likely to be concern that the proposals deal inadequately with newly identified dangerous substances and rely heavily on the Agency's slimmed-down monitoring programmes to detect pollution.
