Prosecution delay leads to tiny fines for chemical waste dumping

The central figure in a major illegal chemical waste disposal operation in north-east England which cost the Environment Agency £150,000 to investigate and clean up has escaped with a fine of just £500 and no costs. A judge declined to impose a stiffer sentence after criticising the Agency over the lengthy delay in bringing the case to trial.
