Mandatory community plans for councils but no sustainability duty

The Local Government Act 2000 gained Royal Assent at the end of July, giving authorities a new power to promote social, economic or environmental "well-being" in their areas. The power is discretionary, but tempered by a duty to prepare "community strategies" setting out how they intend to achieve well-being and contribute to sustainable development in the UK.
