Councils disappointed with vehicle testing powers, despite £15m fund

The Department of the Environment, Transport and the Regions (DETR) has secured £15 million over three years to develop roadside emissions testing schemes. However, the money is unlikely to sweeten the pill for local authorities that have reacted with disappointment to proposals to restrict testing to declared air quality management areas (AQMAs).
