Commission lays legislative plans on access to justice

Legislative proposals to implement a pan-European treaty on public participation and access to justice in environmental matters are being developed by the European Commission. The signs are that they will be more far-reaching than the UK's plans for implementing the treaty - with the terms on which environmental organisations can gain access to the courts being a central issue.
