Brussels launches overhaul of environmental information rules

A major reform of the 1990 EC Directive on public access to environmental information has been launched by the European Commission. 1 A key proposal is a new "public interest" test to be used when an authority is considering withholding information. More public bodies, as well as privatised utilities, would also be brought within the Directive's scope, and economic analyses would be treated as environmental information. There would also be a new duty on public authorities actively to disseminate environmental information.
