Agency puts little faith in EMSs as IPPC implemented in Scotland

The 1996 EC Directive on integrated pollution prevention and control (IPPC) was finally implemented in Scotland in September — eleven months late. A draft guide to the new regime by the Scottish Environment Protection Agency does not share the enthusiasm displayed south of the border for encouraging companies to take up environmental management systems (EMSs).
