Parliament beefs up strategic assessment Directive

The draft EC Directive on strategic environmental assessment (SEA) of plans and programmes passed through its penultimate stage in the European Parliament in September. MEPs adopted almost 20 amendments to the text agreed by Environment Ministers — with the main issue needing resolution in conciliation talks with the Council being their demand that SEA should be applied to the EC's structural and rural development programmes.
