Industry in limbo under habitats Directive

Thousands of pollution control and abstraction licences are likely to be affected by the 1992 EC Directive on habitat protection over the next four years. However, the Environment Agency is unable to warn companies of impending changes because it is struggling to meet the Directive's 2004 deadline following a major revision of site designations and lack of resources.
