Environmentalists are hoping that heavyweight green speeches by Tony Blair and Industry Secretary Stephen Byers in October are signals of a new Government resolve to offer leadership on environmental issues. However, with little in the way of new policy commitments — the new DTI sustainable development strategy being a case in point (see box ) — history may yet bemoan the emperor's new clothes.
