Slow start for international chemicals testing programme

The chemical industry's international programme to complete hazard assessments for 1,000 high-production volume (HPV) chemicals by 2004 has made a sluggish start. Concern is stirring in the industry that the patchy commitment by manufacturers to the programme will intensify demands for risk assessment to be replaced as the foundation of EC chemicals policy with a more precautionary approach.
