Weighing up the new recycling challenge for councils

Statutory recycling targets of up to 40% by 2005/6 have been proposed for English local authorities, forcing unprecedented change on local waste managers. Different views about the scale of the challenge are emerging, along with widespread confusion as to how the baseline recycling rates were calculated. Many recycling officers are also irritated that the new Best Value regime will provide few incentives for home composting schemes and rubble recycling, neither of which are to count towards the recycling targets.
