DETR reveals its cards on the future of landfill

Hundreds of site closures and high costs for operators who remain in business are predicted in a landmark consultation paper on the implementation of the EC landfill Directive in England and Wales, released in October. 1 The Government confirms that co-disposal is to be banned at all sites from 2004. But for non-hazardous waste sites it proposes to exploit a loophole in the Directive allowing it to delay until 2009 the requirements to pre-treat waste before landfill and to ban landfilling of tyres and liquids. The paper also moots a possible extension of the "duty of care" controls on waste.
