Agency retreats on IPPC requirements for paper industry

Pulp and paper manufacturers have won major concessions from the Environment Agency on its original plans for the content of permit applications under the new integrated pollution prevention and control (IPPC) regime and the timetable for upgrading plants to the "best available techniques" (BAT). The Agency's move is likely to encourage other sectors to demand a similar approach.
