IPPC guidance puts squeeze on chlor-alkali industry

A significant tightening of standards in the chlor-alkali industry is proposed in new EC guidance under the integrated pollution prevention and control (IPPC) regime. Preparing for a fight with the Environment Agency, chlorine producer ICI is claiming that it will not be possible to phase out mercury cell technology for another 20 years. Another three other IPPC guidance notes, on ferrous metals, glass manufacture and industrial cooling, have also been finalised. 1
