Scotland aims low with renewables obligation
Proposals for a Scottish renewables obligation were published by the Scottish Executive on 30 November. 1 Only 5% of Scotland's electricity would come from renewables supported under the obligation by 2010 - a disproportionately low rate of growth when set against plans in England and Wales and the upward trend in greenhouse gas emissions from Scotland's energy sector. The eligibility of waste-to-energy plants for support under the obligation remains undecided.
