Court of Appeal victory for motorway objectors

Lord Denning (Master of the Rolls), in quashing an order giving the go-ahead for proposed sections of the M40 and M42, on the outskirts of Birmingham, raised many of the same questions as the Outer Circle Policy Unit (ENDS Report 29, p 1) - and came to substantially the same conclusions.

The Outer Circle Policy Unit's report, the Big Public Inquiry argued that major public inquiries are increasingly seen as "expensive ritual, designed to supply window dressing for a foregone conclusion".
