In order to inform its thinking on the review of the air quality strategy, the Department of Health set up an ad hoc group on Economic Appraisal of the Health Effects of Air Pollution (EAHEAP). But the group strayed into controversial territory - and Health and Environment Ministers have distanced themselves from its conclusions.
