Record fine for port authority over Sea Empress disaster

Milford Haven Port Authority was hit with a fine of £4 million in January for its role in the Sea Empress oil pollution disaster off Pembrokeshire three years ago. As well as setting a new benchmark for sentencing, the penalty has underlined the importance of a recent House of Lords judgment which made it clear that strict liability attaches to those involved in "causing" water pollution.
