Landfill tax and the pitfalls of privatised public spending

Landfill businesses have taken full advantage of the scheme which permits them to divert part of their landfill tax liabilities into environmental projects - opening up an unlikely dialogue between waste disposal businesses and local conservation and community groups. Now, the Government would like to earmark some of the money to support recycling. But a parliamentary inquiry is revealing some of the pitfalls in devolving public spending decisions to the private sector.
